The Head of Learning and Development has strategic and operational responsibility to develop and implement the Learning and Development Strategy, in conjunction the People and Culture Team. They will take ownership for executing, managing and evaluating the strategy, and managing and developing the Learning and Development Team.

The role will be responsible for driving effective operational training through expert leadership and authoritative professional advice and ensuring the training provided meets the capability requirements. It will play a critical role in leading and shaping the delivery of operational training priorities and initiatives across Employment Services and provide inspirational leadership to the Learning and Development Team in the development of critical skills to meet the significant mandatory, leadership and bespoke training required.


As the Head of Learning & Development, your duties will include, but not limited to:


  • Working with the Director of Operational Excellence and People and Culture Director to design and implement the Learning and Development strategy in line with business priorities
  • Enhancing learning solutions which includes a blended approach to learning such as coaching, classroom training, 1-2-1 sessions, action learning & e-learning/online learning
  • Delivering and managing the Learning and Development strategy, and ensuring a consistent service across Employment Services through the implementation and delivery of inductions, coaching, mandatory and bespoke training and leadership development
  • Create specific pathways for Apprenticeships, maximising the Apprenticeship Levy contribution and other funding opportunities
  • Build key relationships with appropriate professional bodies to provide learning opportunities and professional qualifications
  • Establishing relationships with relevant training providers and establishments to ensure that content is adequate, relevant and of high standard
  • Working with the CEO Employability and key stakeholders design and implement the Learning and Development strategy in line with business priorities
  • Leading, managing and developing the L&D team
  • Ensuring robust personal and professional development opportunities are in place for all roles
  • Ensure the effective utilisation of virtual classroom technology to ensure an excellent remote learning experience
  • Working with the Learning Technologist to define and plan the essential learning routeways
  • Overseeing development and delivery of front line manager development suite
  • Finance and budget; Management and monitoring of L&D budget
  • Building a culture of excellence; working with Learning and Development team to ensure proactive identification, documentation and communication of excellent practice
  • Evaluation and Reporting: Ensuring robust, multi-level evaluation of all Frameworks


As the Head of Learning & Development, you will have:


  • Relevant HR or Learning and Development qualifications
  • Excellent knowledge of current learning and development practices  across the learning cycle (including needs analysis and evaluation)
  • Robust and up to date knowledge of leadership development approaches
  • Good knowledge of Change Management models and practices
  • Line management experience and experience of leading teams of L&D professionals – with demonstrable experience of achieving results through others
  • Experience across all aspects of the L&D cycle
  • Strong leadership and management development experience
